Hal Barrow Joins Forces with Clemons Richter & Reiss, P.C. to Better Serve Pennsylvania’s Community Association Industry
Friendly competitors, Hal Barrow and Stefan Richter, become colleagues as Hal joins Clemons Richter & Reiss’s HOA Condominium Law Practice. Having often collaborated to find solutions to client problems over the past 23 years, Hal and Stefan saw an opportunity to combine their strengths to provide timely, effective, and creative solutions to the association community. Known to many as the “Pacondolawyer”, Hal is a well-recognized attorney and accomplished litigator with 35 years of experience practicing association law. He joins the Clemons Richter & Reiss team full time as “Of Counsel” where he will continue to provide counsel and legal representation to community managers and board members.
Hal has represented hundreds of associations since 1985, and has seen almost every aspect of association life. Hal’s association practice includes everyday counseling with board members and managers, transition from developer control, assessment collections, and covenant enforcement and related litigation. Hal also pioneered the use of technology in community association practice. A long-time leader in board member education, Hal is an active member of The Community Associations Institute (CAI) where he has served as President of the Pennsylvania and Greater Delaware Valley (now Keystone) Chapter and as past chair of CAI’s Pennsylvania Legislative Action Committee

With 85 years of combined experience serving more than 500 associations, Hal and Stefan are excited about the opportunity to better serve and provide innovative legal solutions for Pennsylvania’s community association industry and their clients. Hal will practice law from Clemons Richter & Reiss’s office starting October 1, 2021.
